So whats the diameter of the center hole?

1 3/8". I get the vibe that the axle will be located by the centering stud, and the plate will go along for the ride, being bolted in 4 convers by the U bolts. I could fill the hole with a washer, but I don't see the need to. It's not going anywhere.
