is it ok to start rebuilt engine with just the hedders on wantinng start be fore i get new exhust put on

Depends on your neighbors. If you have a flat tappet cam once you start you need to run it for about 30 mins with rpm about 2500.

Throw a couple three foot sticks of exhaust pipe under there for start up if noise is an issue. Could listen to engine better also.
