Is there such an adapter to change a small bolt pattern to fit wheels with a standard pattern. I would like a wider rim for a larger tire on my 65 Dart gt

Nice car.
there's bolt pattern adapters (which i loathe with the fury of 10,000 suns), but that puts you into a predicament of changing the wheel mounting surface, so going "bigger" or "wider" means likely something near custom to fit what you want to fit.
short of making the swap to big bolt pattern, your best best would actually be new or custom rims.

He probably means 4 1/2 inch bolt circle and 1/2 inch studs is my guess.

You can buy replacement axles from Dr. Diff that are 4.5 bolt pattern and will work with your existing brakes if you redrill the drums.
