So I'm reupholstering my seats. I found my broadcast sheet under the backseat. I just pulled out the front seats and discovered another broadcast sheet. I'm wondering if I should leave the front one in place or remove it to preserve also?

Are they different? Are you sure the front or back seat wasn't replaced previously?

I recommend you make copies of both and put the one that goes with the car back under the rear seat.

Unless the car is a totally correct restore
I'd put them up for safe keeping with the
rest of your documentation.
Can't nothing good happen to them laying
around in a car where possible wear and tear
can happen.
