It is not the exhaust hanger. It is the exhaust hanger mounting bracket. The exhaust hanger bolts to that and then to the exhaust pipe.

just to be clear, the reinforcement plate welded to the floor is where the exhaust hanger attaches.
the little bracket is for connecting the steel to rubber brake line
