steel rotor / alloy wheel corrosion

Is there anyway to minimize the alloy wheel corrosion that occurs when the alloy rim seats against the steel rotor? There is always enough corrosion (from dissimiliar metals reacting - aluminum against steel) that I always have to kick on the tire's side to break the bond. Sometimes I have to rotate the tire a few times while I beat on it. Does anything work to minimize the corrosion ; like wax or oil?
 
I coat the mating surface of the alloy wheel with never seize. I use the silver aluminum-based stuff and smear it on with a finger whenever I have the wheels off. (Just on my modern iron drivers.) Always a problem in the rust belt states.
