How do I tell whether the below column is from a power or manual steering car?

The differences would be the length and the coupler spline.

Just by looking at it, it looks a little short. I'd guess it's for a power steering car.
 
I've got a power steer shaft at home I can measure if you'd like. That way you can compare it to the length of the column you have.
 
Looks like 68/69 power steering floor shift. Unless the shaft is collapsed.
