Will all 70-75 A-body steering columns interchange(as long as the column and the car are both set up for manual or power)?

They should but there may be some differances in the wiring.

So if I am using.. say a 74 column in a 70 Duster I could use the wiring harness out of the 70 column and install that harness in the 74 column?

I swapped a column from a 74 Sport into my 72 Swinger. The wire harness plugged right in.I had to swap the lower bolt on mounting brackets and I think I had to drill one new mounting hole in the bracket,as one hole was a little off.
