Steering Column Wiring Harness Question

I see three "hooks" that secure the wiring harness (or single wire?) on the steering column support of the '65 Formula S. Two of them are "run-of-the-mill" rubber coated hooks. But the third hook, which points down toward the floor, has no rubber coating, and shares a common fastener with the rearmost rubber-coated hook has me a bit baffled. I wonder what role it plays in all of this? Thank you (if you are in the know).

Does it look factory to you? Or someone added it for some reason.
 
Not evident in the photo: two tangs on one side, one tang on the other, they fold over one another to hold a cable in midstream on its way to a heater or A/C flap.
