Steering started feeling like it was binding... Turn signal was already not working then today the steering wheel started binding to the point it would not turn properly so we started taking things a part and can across the turn signal stuff being broken but wondering what is this, does it need to be replaced?

That is the horn contact ring. The heavy piece attached to it is the turn signal cancelling pin, which is installed backwards.
Geez thanks, I just got this car a couple weeks ago and just started to learn about Dusters...So is this picture attached correct now?

Yes. It may need to be rotated one direction of the other so that it will cancel the signals in the right place (should be in the middle of the turn signal when the car is going straight).
