Steering wheel lock help

Hi, I have a 69 dart with manual steering. I’ve had the car out of commission for awhile, I’ve done a engine swap and pulled the tranny for a rebuild. I’ve finally installed everything but can’t for the life of me remember if the wheel locked before, seems like it did.

Should the steering wheel lock with the key out? If so what could be preventing mine from doing so?

1969 cars have the ignition key inserted on the lower part of the dash, so NO the steering doesn't lock with the key removed.

70 was the 1st year for the column lock...
