Stripping Wheel Wells

What do you guys suggest to do? I will be changing colors and the wheel wells in some areas show the original color and the rest is under coating, would you strip to bare metal, etch prime and bed liner? Or would you grind down etch prime spray black? (possibly 3M under coating).

I used the 3M professional rubberized stuff in the can from Advance auto. Dries even and solid, no goopy mess.
 
I sprayed mine down with a cleaner/degreaser and then rolled truck bed liner in. I need to still do the front but the rear looks great.
 
You would not believe the rust you find under that original undercoat. I say strip it.

Thanks guys, I plan to start with the wheel wells. Strip to bare metal, etch primer or and Transtar undercoat it.
