The taillight opening is what I call it. It can be drilled off from the outside, as it is an easier job to re-install the new panel. There are not any reproduction pieces that I am aware of, so the only option is used. Try to contact member Lee Robinson out of California, I believe he still has a nice used pair, that has been drilled off, and are in very nice used condition. I hope he can help you.
