throttle body relearn, which scan tool can do this?

I am running a hotwire harness and 2004 ECM on my 5.7 in my Dart. I need to do a Throttle body relearn, to hopefully take care of a couple issues I am having.

Anybody know what scan tool I need to do a throttle body relearn?

More info.
I have two issues, one is when I press the clutch to shift, the engine keeps revving. So I have to give it a few seconds to stop revving.

The second is when I come to a stop sign and press in the clutch, the engine dies, or almost dies.

I am running a 2004 Ram 2500 manual transmission ECM that is factory stock. I thought I might need a speed sensor input to let the ECM now when I am stopping, but Chris at Hotwire says a throttle body relearn will hopefully fix the issue.

Sorry I can’t help with the throttle body relearn.

But I am curious why you went with the ‘04 PCM? Don’t you have a 2015 5.7? Or maybe I am getting things mixed up.
 
This car has a 2007 5.7 Hemi. I bought the ECM and hotwire harness like 10 years ago and finally got the car on the road last fall. So now I am working out the bugs.

***Side note, I do have a 2015 5.7 Hemi and 8HP that I bought to try my skills at figuring out the factory wiring harness (for the next project that doesn't exist yet.) I do have it rewired and running but that is a different story.
