Tuff Wheel Help

I got a tuff wheel for my 70 dart , and me and my dad installed it using a factory adapter/spacer. Everything went on ok, but there was some binding to the point where it broke the horn plate free from the plastic insulation on the underside of the adapter. Everything appears just like my old rimblow wheel. The cancelling post and everything is intact, but something binds the horn contact plate to the point where it stays in place when you turn the wheel (ripping the wire off). There is no spacer on the shaft that I'm missing is there? Everything looks intact and tight inside the housing. The adapter pulls up to the column and leaves ample space between the adapter and the column housing. Any help is greatly appreciated. P.S.: anyone have a contact point with good insulation they want to get rid of?
