Does anyone know if you can mount the carbs on the base of the tunnel ram instead of on the top? I am going to remove the top to gain hood clearance.

NO! The top part of a tunnel ram has a plenum area. This allows 4, or maybe even all 8 cylinders depending on design, to draw air thru the front venturies of the carb.
 
hood clearens with a tunnelram does not exist;) let it stick up thrue the hood and enjoy the wiew!
 
My Offy tunnel ram has 2 tops.
One to mount both carb on top of this tank.
The other is 2 seperate tops one for the front 4 cyls, the other for the rears.
