under cowling drains for '95 Dakota

Having a wet carpet on the passenger side of my '95 Dakota I pulled the wipers and the cowling and the plastic grid to expose the area under the cowling. It is full of water and the source of my drip which is dripping off of the heater box plenum. I know there are drains there but I can not find any. There is a black tube to the right of center of the the firewall on the engine side that looks like adrain but is dry so not sure if it connects to the drain higher up. My service manual does not cover anything about the drains under the cowling. I can't find any hole or opening where the water can exit. But surely there is , has to have a way for the water to run out. I am talking about the area where the wiper linkage lives. Any help would be appreciated. Thanks.

Had a Bronco II that the drains were plugged on. It dumped a couple of quarts of water on my Ex's feet more than once by the time I got it fixed.....
