Upper control arm bushings

Does this steel collar need to go back on ???a new was not in my bushing kit .. what is it’s purpose

The HD option. Found everywhere, but the spec was for police and taxi prep'ed cars. A little effort to remove and replace. Supposed to increase durability.
 
It's for extra bushing outer shell rigidity. Less shell deflection in harder handling situations. They couldn't make the hole bigger in the arm (without redesigning) for a bigger bushing so they put a sleeve around the outside-a neat idea if you ask me. I have always put them back on customer's and my car's control arm bushings
 
a bear to get off .. probably the same going back on
Get creative, use a socket that will go over your bushing on the inside, use another that will butt up against the outer shell of your bushing. Run a piece of all thread thru the middle. With washers and nuts, pull the sleeve in position.
 
Just did this two weeks ago fairly easy to get off if your replacing the bushing and I pressed mine back on with a deep well socket.
