I have a single barrel slant six with the snorkel air cleaner the vacuum pot does not pull up when attached to the heat strip inside the air cleaner but when i bipass it and pulls the snorkel flap open.

Thats a temp switch inside it needs to get warm to pass the vacuum.

isn't it supposed to pass the vacuum when it is cold and shut it off when it gets warm
