valiant instrument cluster question please

I have a cluster out of a '69 Valiant, the speedometer is sitting on 40 mph, if you turn it back (out of the car) it jumps right back to 40.
Could this be a problem with it or is the only way to tell hook it up to a cable? Thanks

sounds like the speedo head unit is shot-- either need a new --one or see if someone can refurbish it.
