Vent window frame problem

I have a major issue with my 70 Swinger drivers vent frame, as shown in the picture, it seems the pivot has broken away from the inside of the frame, at least I think it has because I am not exactly sure how this is supposed to fit correctly, but I do know that its not supposed to come away that like!
So my question is, is this actually broken, and if so, can I fix it? Or, last resort, am I putting an ad on parts wanted for a vent window frame? I haven't seen them for sale repro anywhere.

Yup, it's broken. They are riveted to the inner frame.
Never seen one that rusted. What you would normally see and what is inserted into the pivot are chromed from the factory.

Riveted as cuda ragtop said. Weird how the chrome looks beauty but the tab separated.
Take the chrome piece off, cleanup other piece that broke off and see if you can epoxy back on. Someone maybe reefed too hard or forced the vent window open.
