Is there any web sites where you could put in a vin number to see if a 1969 car was still out there or not?

It depends what car I guess. There are a few "Registry" sites, that record that data as long as it's provided to them by the owner of the car.
That's a tall order.
"still out there" is a very subjective term.
It's extremely difficult to account for cars that may be unregistered for whatever reason.
It's even difficult to account for cars that are registered, for that matter.

A person with a dealer license has access to places where they can look up a VIN and tell you who currently owns the car and where it is. (legal owner address)
