Vinyl Top Bonding Surface

I have finally decided to put the vinyl top on my car, when I purchased the car the previous owner had put almost like a spray on bedliner like material on the roof. To make the vinyl top adhere correctly would you advise just to sand it down or to strip it all off??

I would strip it and prime it. Too much cost and work laying a new top on to chance it.
