Watch out for Clipped cars out of Texas

So the buyer of this car is SOL? Does the car get towed to a salvage yard or does the owner get to keep it?

Owner gets a check for the total loss minus salvage value OR owner retains vehicle and has to get it repaired properly and reinspected.

So his insurance will write the check? I don't understand. If you buy a car here in California like that you are SOL, total loss on the buyers end. Seller walks.
