Water jacket rust on bare block

-
So a little update on what I ended up doing -

My process was as follows:
0. Knock out the freeze plugs
1. Get as much gunk as I can broken loose with a long thin screwdriver
2. Spray a bunch of Gibbs (like WD-40 but better) on the engine to keep the flash rust at bay.
3. Spray the crap out of all coolant passages with a pressure washer
4. Blow it dry with my compressor
5. Wipe it all down with shop towels and parts cleaner
6. Spray it down with Gibbs again

So far, so good. Nice and clean in the jackets and no flash rust.

As for taps vs. chasers, I'm going with chasers because the risk/reward ratio is too high for me to want to use taps. I'm not great with them and have had some bad experiences in the past, my fault I'm sure, but nevertheless I'd rather miss getting a thread perfectly clean than risk butchering one with a tap. The pressure washer was able to clean out most of the gunk in them anyway, so they probably don't need much.
