Weber 8867 Brass Fuel Feed Fitting Spinning

I brought a used Weber 8867 carb for my 67 273. While installing it I discovered the large brass fitting that the fuel feed line attaches to does not tighten up. It is acting like it is stripped. Two questions:

1. Is it suppose to spinning .
2. If is there a way to repair.

I have tried to remove it by it will not come off.
