Looks like Colorado is a shall issue state.

In Michigan, you just have to meet the requirements and they "shall issuse" you the CPL.

Just noticed that you're in California. Is there a Denver California? If you're trying to get a Concealed permit in California you're probably going to have a rough time. The link above should help tho.
