What is bracket on front side of wheelhouse for?

I have replaced the outer wheelhouse on my 71 Barracuda and can't for the life of me figure out what the bracket that is on the front side of the outer wheelhouse is for. There is no indication that anything was ever attached to it, so I don't know what it is for. Maybe something to do with the side window...

Anybody know what it is for so I can make sure I get it welded back in the exact right spot??

doesn't that just fold over the brakeline to keep it in place?
there should be three or four of them, over then entire housing

I know it has nothing to do with the brake lines....
