what is proper way to adjust tie rod sleeves?

i will be bringing the car for an alignment when done but in the meantime what is the procedure to get the tie rods and sleeves set up correctly? i have all 4 ends showing about 7 threads. but now my 15 inch wheels rub on the fenders. may not be related but worth asking anyway.

Just turn the sleeve to shorten or lengthen the assembly.

Wheel diameter doesn't really mater, what size tire and what is the back spacing on the wheel?

loosen both nuts and use a hefty pair of channel locks to turn the sleeve.
