That wasn't close enough? Then howabout a ignition breaker spring torque tool. Outboard boat engine related.

The one is a valve stem restorer. Remove core, freshen threads up.

Thanks, I never would've guessed. Seems crazy to me, putting a v-band on a fuel line and holding it together with a flimsy/flexible clip.

OK I willl give it up. It is a tool for checking how much mechanical advance is in a distributor. I actually would not mind having one.

looks like you would hold the dial and place the fork on the advance spring, to see where it opens ?
i guess it would be a advance degree measuring tool
