what temp should thermal fan clutch lock?

If I have a thermal fan clutch, approx what temp should it lock up? I get mine to 195-200 and it does act like its engaging.
 

yes on the fan shroud. Also, In re reading my post I see a typo. I wanted to say it DOES NOT ACT LIKE IT IS ENGAGING.
 
As far as I know they never completely lock-up. The bi-metallic spring just reduces the slippage.
 
when the car is at operating temp, and you turn it off, does it spin for a bit? if more than about 2 turns, its toast or on its way.
