What's that hole?

Trying to piece things back together...it's been a few years since disassembly and it was pretty much a mess when I got it. The little oval one...outboard of the steering column hole. What's that hole for??

For the clutch rod boot and linkage that hooks to the pedals,auto cars just have it plugged.
