Where does the part go?

I found this splash shield in my stash and can't figure out where it bolts to. Does anyone happen have a picture of where it installs? I have a feeling it bolts to the frame rail, but can't quite picture it in my head.

Also, should there be two of these things, or just one? Thanks!

Just the driver's side. I've seen plenty of cars without them, guess it depends if you want it original and how many mud puddles you go through LOL
