Where does this go? Switch felt.

I forgot which way it came apart, 71 Scamp, factory AC, the vacuum switch assembly, the controls in the dash with the buttons. I removed a few weeks ago and ordered a new vacuum assembly and now I can remember where the felt goes, it's like a dust cover felt that goes around all the switch buttons, I can't figure where it goes at all? Thanks.
