Won't go past 1700 rpm.. :(

I got a tach put in my truck today, and it reads 1700 rpm. I only tested it when it was in park. Why doesn't it go past 1700 rpm?

Is it factory set for 8 cylinders?

Yea, it is set for 8 cyl.

It reads normal at idle but the needle only moves to 1700 even though the engine is revved higher than that? Bad tach or the needle is rubbing something in the gauge.... faceplate, glass, redline indicator, etc.
