I would use a panel bond rather than fiberglass. Fiberglass resin needs physical adhesion, it does not stick to metal very well. It will crack eventually due to the movement in the dash. SEM has excellent panel adhesives! Take time to watch the short video below...

I have done it with the glass in but its really hard to stretch it front to rear. Like stated before, do it before the glass is installed. Much easier!

Harbor Freight has small 3" cotton buffing wheels with the mandrel included for cheap!

I use my 3" air mini buffer and started with 3M Perfect-it and wool pad then finished them off with Meguiars #3 final glaze and foam pad. Mine turned out nice except for the small age cracks. I swear I seen someone repopping the lenses somewhere.

SEM is good stuff but pricey! You can get "Bulldog" adhesion promoter fairly cheap at most auto parts. Clean substrate real good with soapy water and scuff it with 1000 wet sandpaper. I never had to apply any primer when using the Bulldog. Painted a set of my 3 wheeler fenders with auto paint...

I remove the interior then reinstall all of the bolts. Then install the carpet and get busy with a carpet knife cutting the carpet around the heads of the bolts. Done in minutes.
