Just like moparmat2000 said. LED's are not bidirectional. switch them around and they might light up.

I have the same problem on my 1972 Plymouth Duster340. I have trced the sme steps as you all but I ran into a snag on this. My Z terminal is missing on the bulkhead connector. I hag rigged up a switch to power the Back up lights but am now trying to get them to work normally. What is up with this?

It might be the headlight switch. I have seen this happen several times. Headlights working and tail lights not. I would put money on it if I were a betting man.
