Another manifold heater valve question

'74 Dart, 225 /6, A904, Factory AC/Heat. The counterbalance wheel does not appear to be functioning. Marked it before I warmed up the car, drove it 40 miles, and the wheel has not rotated. I've attached pics of both sides. Is everything there? Is there a bi-metal spring that operates it with applied heat? Can the spring be replaced? If so, got a part number or where I can get it? It rotates easily and feels like it's opening and closing properly. I'd really like to get it functioning correctly. Any and all help is greatly appreciated!

The bimetal spring is behind the counter weight. Check and see if it is still hooked over a pin on each end. It really doesn't open the flapper in the exhaust, exhaust flow does that. The spring is there to add resistance to the flapper opening up when the engine is cold and send more of the exhaust gas to the bottom of the intake manifold. As things warm up the spring offers less resistance and more of the exhaust goes out the pipe. If you can freely move the counterweight by hand it's working. To make sure start the engine and watch the counterweight as you goose the throttle at the carburetor by hand, hard...
