I have a 70 Swinger and it has Evaporation Control System in the fuel tank. Looking for information on this system as far as what years was this use, and in the 340 scat pack,was it a California emissions thing because haven't seen many of them
 
ECS was 1970 only.

Do you see N95 on your fender tag?
 
Challenger T/As & AAR Cudas with N95 are two examples, they all came with tips.

Cali figured pointing the pipes downward, as on a non tip car, would disperse some of the heavier particals into the ground rather than their smog clouds

Ok, the exhaust does point downward so this does make sense. I just got the Dart last month from California and do believe it was from there originally
 
Yes, he meant exhaust tips.

N95 for '70 is the ECS.

N97 is the noise reduction package that relates to the tips.
