Have rigged up some shade in front of the garage using a woven fabric. The cable is holding up OK while the so-called rope keeps snapping.

Some rope will age and breakdown in the elements i.e. wet, UV, heat cycling, etc. It is super windy?

Today it's windy, looks like the rope is sun-damaged though.

I can tell by looking at that rope it's rotten and sun baked.
New ones like that are cheap enough to replace every year if you want to keep using that though.

That wire might be "copperweld" a steel core with copper plating on the outside. Us amateur radio ops (hams) used to DROOL at the thought of scoring some "copperweld." Difficult to deal with (it's larger) but it is STRONG

Is it 2 pair? could be drop wire (telco pole to house). Gopher wire is armored with a wrapped ground bond and filled with tar, nasty stuff to work with but last for decades, but does NOT tie in a knot.
