There was a thread on FABO mid 2019 referencing this part was for California emissions.

I believe I had asked back then about the hole in my 71 firewall. Now I have a reference to see the part I should have. Thanks everyone :)

Cal air package, blue or pale green sticker on fender?
Not sure. California car though. My older brother is finishing the restoration I started 20 years ago on our dads car. Getting excited knowing he will soon again be driving it. Car has a ton of family history. My older brother makes the third son of my dads to be a part of the restoration (there's four of us boys). One of my younger brothers did the paint work.

3438481 was only used in 1971. Nox control unit for 6 cylinder engine with automatic transmission.

Can we see the whole car?

Chrysler parts catalog shows 3438481 for 6 cylinder cars and 3438482 for 8 cylinder cars. Just another Mopar mystery.

This does not explain the 1971 parts number listing, but in 1972 Chrysler superceded both the 3438481 and 3438482 to a new number 3621803 that was used on 6 and 8 cylinder cars. A detailed description of how it works is in the 1971 service manual.

Wasn't the Twister a low HP /economy version of the 340 Duster with similar graphics? Or for those that wanted the graphics but not the high insurance premium they were slapping on High performance cars?

Yes, Basically. 340 mirrors, shark tooth grille, and the ladder bar stripes on the hood. There are even differences between twisters.. you could get it with the 6 cyl, or 318 (this is a 318 car). Some twisters has the standard grille, some had shark tooth. It’s kind of like they stuck what they had on the shelf at the time on the cars, without much regard to all twisters being the same.

Others have already answered most of the question—it's a California-emissions item, the "brain" of the NOx control system used in '71. It disabled vacuum spark advance until (more or less) the car was in third gear or above a particular road speed.

Cudamark,
I found the wiring diagram for the manual and auto
Transmission on page 185, section 8 of the 71 Plymouth Chassis manual. Now I need to look at the 904 I have for it, to see if there's a switch for the connection. Thanks Cudamark.
