If you are on a budget HF isn't horrible the quality has improved. You can pick up the basics cheap. That being said their pliers suck. Craftsman and Channelock are still US made and good quality. The problem with the imports is the steel still isn't tough so the jaws wear really fast.

Is the backside of the material clean? When welding sheet metal if at all possible clean both sides of the material. Impurities from the backside of thin material can migrate into the weld introducing contamination.

For $40.00 it might be great. It's probably a 110 unit and will probably run an impact gun okay, and you'd be able to spray primer pretty well. Air files and die grinders are going to be a bit of a stretch though. A buddy of mine bought a 20 gallone 110v 2HP compressor 25 years ago just out...
There is NO WAY a 120 V unit will handle the demands of any serious air tools. Die grinders, dual action sanders, air files, air nibblers all draw a lot of air and REQUIRE at least a 5 HP 220v air compressor.
A lot of 120v air compressors will claim some wild HP numbers but simply put at 120v...
Get a 220v. Although some 110v welder will claim that they can weld up to 1/4" material, I am not convinced. For welding in cages and subframe connectors a 220v welder will insure that you get the penetration necessary for a sound weld.
Lincoln, Hobart, or Miller are all excellent welders...
I've seen a lot worse, assuming you've got adequate penetration those welds look quite good to me. Are they a stack of dimes laid on its side? Not quite, but I've seen beautiful welds fail, and crappy looking welds hold up.
