That's exactly what I did. The JB weld filled in the larger holes and I drilled a new hole slightly to the side. For the smaller holes, a little JB weld and a tiny drill bit held the screw/clip tight. Be careful with the drill to not damage your dash.

You are absolutely correct. Last night I installed this piece on the left (driver) side frame rail. There were three holes which corresponded with the holes in the piece, and the cut out piece went around the tie rod ends just to the left of the pittman arm. Thank you for your assistance.
