The return hose will fit over the pressure nipple, might even get a clamp on it. It will be more difficult to steer than manual steering. Alan

The problem with the 67 design is that if it gets loose it will waller out the frame and there is no repairing it, not even with a new idle. That was my issue in the mid 80's, shop told me the issue and that the 68 would fix it, never looked back (in fact that idler is still in there). Alan

Recently I removed a pair of upper ball joints (large) on a 1969 Polara, took the control arms into work and locked them in a vice, 3/4 impact, wonka wonka wonka they came out, wasn't easy but they kept moving. Alan

The bolts old the clips tight and allow the column to slide forward/collapse. All part of the collapsing column system. Alan

You may have an aftermarket bushing in there, picture might help. Alan

One piece OEM style bushings can be done by just taking the nut off. Alan
