    There wasn't any special hardware for the screw at the turned down end of the pad. Just a sheet metal screw with 1/4 hex head. The 68 only may be different from all others there. Your hole looks too big for typical sheet metal screw without a flat washer.

    Its the headlight switch that has a button to release knob and stem. Early wiper knobs had a small set screw. later wiper knobs just push on I never disconnect these switches. i remove bezel nuts and leave them laying in the dash.
