    Ok the mounts look correct as well as the offsets on the holes. The one with the missing ear is the DRIVER side. Your "L" and "R" are correct being the "L" is the driver side. Did you have them on the wrong sides? Look at the 340 mounts on the ebay auction to see how the rubber pads go on

    As stated before on 70's A bodies, the fuel tank was vented into the charcoal canister rather than into the air. The idea was for the carb to suck up the fumes and burn them too.That line is the only tank vent unless you use a venter fuel cap or an earlier vented filler tube.

    That is a Federal pump. They made a Federal, a Saginaw and a TRW. The Sags had a narrow neck and a plastic cap. The TRWs and Federals are easy to confuse. You can use any of the pumps as long as you have the corresponding hoses and mounting brackets.
