Just out of curiosity, have you looked at the back of the fender to verify that they have been welded shut? Many times you find that they are just filled with filler and you can get a sharp awl or other small wire or drill and open the holes back up. Even if they were welded, I doubt seriously...

As for windshields, they should have sealer in both the groove where the glass sits and around the perimeter of the windshield frame where the seal sits. Mine had sealer all in those locations from factory. Here we are sealing mine up on our windshield install. OH, keep into consideration...

It could be as simple as a blocked drain. There are small holes on each side of the cowl you can clean out with a bent wire, or if you are really flexible and have a small arm/wrist, then you can reach up through the vent and try to see if there is a build up of debris you can remove that way...

It is a typical press on. Shaft has one side that is flat. I just walked out and pulled mine straight off. I say lean it forward and see if you can dribble a little WD 40 or so in there.
