I don't know if this flywheel is fron a internally balanced motor. It has two holes in it one at 9:00 and one 3:00 in the pic. I think that makes
it externally balance. Can you all help me with this?

It is internal. The External balance are 3 holes, all on the same side of the wheel.

Yep looks like a neutral balanced flywheel to me.
