1961 Valiant spindle grease seal

I am in the process of rebuilding the front end on my 61 Valiant. I have ever done anything like this before, but so far so good besides the cost. Both spindles have a plastic film ring with what feels like grease (old foam?) underneath. Is this just for dust or what and do I need to replace it after cleaning/painting???

Yes they had basically a foam seal on it for the backing plate seal

So I can just cut a ring out of packing foam or similar to replace it?
