lower interior door below the door card toward the rear what was the rectangular opening used for and looks like something like a light or bezel is missing on mine ?

Its an exit vent for the flow through ventilation system. It's a plastic grille like the picture posted above.
Look at any Barracuda factory literature and you'll see the theory.

On Barracuda's '67-'68 doors only
 
thanks flow thru ventilation in 1968 well all six of my doors are missing the plastic pcs so i think ill just weld em shut

I believe these vents also lent themselves to venting cabin pressure when closing the door with the windows up. You may want to consider not sealing them up tightly.jmo
